Number of school personnel based on the Ministry of Internal Affairs and Communication's "Situation of Seats and Salaries of Local Government Organizations" for 2009. The total number of prefectural government employees, municipal school personnel and government-decreed city school personnel are compared. There are 1,075,694 school personnel in Japan, which is 8.44 per 1000 population.

Shimane has the most number of school personnel per 1000 population with 12.62. This is 1.5 times the national average. Shimane is followed by other rural areas such as Kochi, Tokushima, Iwate and Okinawa. On the other hand, Tokyo has the least number school personnel per 1000 population with only 5.88. Other urban areas such as Kanagawa, Saitama, Osaka and Fukuoka are ranked in the bottom 5, indicating that like the number of local government employees, there are few school personnel in urban areas and more in rural areas.

The correlative ranking shows high correlation with the number of local government employees, which is believed to be due to the point that 37.7% of local government employees are school personnel. As a matter of course, it is also highly correlated with the number of Elementary Schools.

On the other hand, it is negatively correlated with Minimum Wage, Average Residential Land Price, Prefectural Income and the job opening-to-application ratio of high school graduates.

This means that there are more school personnel in areas where the job opening-to-application ratio of high school graduates, minimum wages and land prices are low. It can be said to be a reasonable "redistribution" in view of the point that education is essential in order to narrow economic disparities.

In addition, there is no correlation with National Achievement Test, indicating that there is connection between the number of school personnel and achievement test scores.
